The Champaign County Continuum of Service Providers to the Homeless (CSPH) developed a comprehensive, community-led Strategic Plan to End Homelessness in Champaign, in coordination with the Office to Prevent and End Homelessness (OPEH) Statewide Plan to End Homelessness. Cunningham Township serves the fiscal sponsor of this county-wide initiative, receiving Ilinois Homelessness Collaborative Response grants in FY26 and FY27 to spend on behalf of, and at the direction of the Continuum as a whole.

Built for Zero Convening, Oct. 19-22, 2026
CSPH Executive Committee members, including leaders from the Regional Planning Commission, Cunningham Township, City of Champaign Township, City of Urbana, City of Champaign, Housing Authority of Champaign County, and CSPH Lived Experience Committee will participate in the Built for Zero Learning Session offered by Community Solutions, convening with the Illinois Office to Prevent and End Homelessness and Continuums across the state and country who are committing to making homelessness rare, brief and non-recurring in their communities.

Homebase presented the final draft plan to Steering, CSPH Executive, CSPH Members, and held two open office hours in early October to gather additional input.
Deepening Input and Engagement
CSPH Executive Committee voted to extend strategic planning through the summer to allow for deeper stakeholder input for effective implementation and the addressing of equity in the homeless response system. Homebase held one-on-one meetings from July until August to speak to specific stakeholder groups needed at the table and to workshop plan implementation with requested CSPH committees. The Steering Committee added three more meetings as well.
Preliminary Plan Review, June 29th at IHotel
CSPH brought together 65 residents who have been engaged in its strategic planning process to end homelessness in Champaign County, including members of CSPH and its Committees, the Plan’s Steering Committee, residents with lived experience of homelessness and other stakeholders. Attendees reviewed a preliminary plan, gathered feedback through discussion, worksheets, and sticker polls to sharpen our strategy. Thanks to iHotel for donating space to help us convene.

Community Survey
Champaign County Survey Results (March 2026)
In March 2026, Homebase conducted an online community survey with 113 people completing the survey. The survey looked at community engagement and perceptions additional to service provider perspectives. Almost half of all respondents were service providers who worked directly with people experiencing homelessness and 20% of respondents were elected officials or local government staff.
